The issuance of the new generation of AI governance principles in China lays a good foundation for legislation

On June 17, the National New Generation Artificial Intelligence Governance Professional Committee issued the "New Generation of Artificial Intelligence Governance Principles - Developing Responsible Artificial Intelligence" (hereinafter referred to as "Governance Principles"), and put forward the framework and action guide of Artificial Intelligence Governance.

"China's New Generation of Artificial Intelligence Development Report 2019" shows that the publication of Artificial Intelligence papers in China is the world's leading, and the number of enterprises and other indicators rank second in the world. During the two sessions of this year, many leaders of science and technology enterprises proposed that the formulation of laws, regulations and policies related to artificial intelligence should be accelerated.

In order to promote the global governance of AI, a new generation of national AI governance professional committee has been set up in China, which is responsible for the overall promotion of the relevant work of AI governance.

In the latest Principles of Governance, the key theme is "Developing Responsible Artificial Intelligence", which includes four key points: to better coordinate the relationship between AI development and governance, and to achieve "two-wheel drive". Ensuring the safety, controllability and reliability of AI and avoiding potential risks. Promote sustainable economic, social and ecological development and promote inclusive sharing. We should jointly build a community of human destiny and advocate open cooperation.

The Principles of Governance states that prejudice and discrimination should be eliminated in data acquisition, algorithm design, technology development, product development and application. Intensify AI education and popular science, promote shared development, and avoid data and platform monopoly. In terms of security and controllability, AI systems should gradually achieve auditability, supervision, traceability and reliability, and improve robustness and anti-interference.

At the same time, the Governance Principles also mention the content of data privacy. In the collection, storage, processing and use of personal information, we should set boundaries and establish norms. Improve the revocation mechanism of personal data authorization.

Xue Lan, director of the National New Generation Artificial Intelligence Governance Committee, said, "The Governance Principles issued by us also provide an important basis for future legislative work. Artificial intelligence develops very fast, and the legislative cycle is long, so it is very difficult to support the development of artificial intelligence only with the legal framework, which requires relevant principles and norms, including the self-discipline of practitioners, to promote its healthy development.
