Three Year Action Plan for the Development of Artificial Intelligence Industry in Hunan Province
(2024-2026)
In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council on accelerating the development of artificial intelligence, conscientiously implement the work requirements of the Provincial Party Committee and the Provincial Government, fully promote the high-quality development of the artificial intelligence industry in our province, accelerate the development of new quality productive forces, build a "4 × 4" modern industrial system, promote the deep integration of artificial intelligence and the real economy, and deeply promote the "Intelligent Empowerment of Ten Thousand Enterprises" action, this action plan is formulated.
1、 Overall requirements
By 2026, the province's intelligent computing power will reach 3600PFlops, the scale of the artificial intelligence industry will exceed 100 billion yuan, 2-3 nationally influential ecological leading enterprises and a group of specialized and innovative "little giants" enterprises will be cultivated, a number of high-level research and development innovation platforms will be cultivated, about 5 provincial-level artificial intelligence industrial parks will be supported, and about 50 distinctive industry models, about 100 iconic innovative products, and about 200 typical application scenarios will be created.
2、 Key tasks
(1) Strengthen basic support
1. Accelerate the development of intelligent computing power. Deepen cooperation between the central and local governments, and support communication operators in laying out "10000 card level" new intelligent computing centers in Hunan. Intensify support for the construction of Changsha Zhuzhou Xiangtan data center cluster and Dongjiang Lake data center cluster, encourage social capital to focus on building a batch of key green intelligent computing center projects in the two data center cluster areas, and gradually and reasonably increase the proportion of intelligent computing power. Accelerate the construction of edge computing power, support low latency business applications such as industrial manufacturing, smart grids, and cloud gaming, and promote the widespread distribution and collaborative development of "cloud edge" computing power. Support the expansion and upgrading of the National Supercomputing Changsha Center, China Telecom Central South Intelligent Computing Center, Changsha Artificial Intelligence Innovation Center, Dongjiang Lake Big Data Industrial Park, and focus on improving the efficiency of computing facilities utilization. Build a provincial computing power scheduling and comprehensive management platform, establish a cross regional computing power resource scheduling mechanism, and promote computing power interconnection.
2. Develop intelligent software. Actively creating China's famous software parks and promoting the clustering of software industry development. Fully utilize the first version software policy, support deep cooperation between software and hardware enterprises, and accelerate the development of algorithm software based on image recognition, image generation, data mining, deep learning, human-computer interaction, etc. Support the development of engine framework tool system, develop high-performance distributed parallel computing framework and platform for training inference acceleration engine and ultra large scale deep learning. Develop intelligent operating systems and develop server intelligent operating systems and intelligent terminal operating systems with independent intellectual property rights. Actively promote the adaptation and optimization between system software, AI development frameworks, and hardware such as smart chips and computing devices, and create an integrated ecosystem of software and hardware. Support industrial software enterprises to use artificial intelligence technology to improve the research and development efficiency of underlying technologies such as 3D modeling, parametric design, and entity segmentation in industrial software. Support application software enterprises to integrate data, technology, and processes from various industry scenarios and provide professional industry software solutions. Support terminal software enterprises to develop various commercial apps, office software, and other software products for artificial intelligence. Encourage and support the development and application of code modeling tools, deepen the application of artificial intelligence models in software development and operation, and enhance the intelligence level of software development.
3. Develop intelligent chips and sensors. Support provincial chip backbone enterprises to focus on breakthroughs in high computing power GPU chips, optical communication chips, etc., accelerate the research and development of communication, display, audio and video modules, and promote the research and application of integrated storage and computing, brain like computing, chip chips, instruction sets and other chips. We will increase the development and production of high-performance and low-power end-to-end chips for home appliances, security monitoring, medical equipment, and more. Based on the advantages of intelligent sensor industry, technology, and intellectual resources in areas such as Changsha, Zhuzhou, and Yueyang, we aim to create an intelligent sensor industry cluster. Targeting the four key links of research and development, manufacturing, packaging and testing, and materials and equipment for smart sensors, we will accelerate the development and large-scale production of sensors in consumer electronics, home appliances, medical devices, and other fields. Vigorously develop characteristic sensor industries such as industrial control sensors, automotive electronic sensors, consumer electronics sensors, and Beidou system sensors.
4. Building high-quality datasets. Around the training of artificial intelligence big models, we will promote the construction of safe and compliant corpora and datasets in Chinese, images, audio, video, 3D models, etc., accelerate the construction of training resource libraries and testing datasets for vertical industries such as education, healthcare, cultural tourism, and autonomous driving, and focus on promoting the construction of industrial datasets. Explore the value of public data, coordinate and promote the conditional and steady opening of public data, and explore and promote the authorized operation of public data zones. Support the standardized development of Hunan Big Data Exchange, actively explore the establishment of trading sections or zones for audio and video data, industrial data, corpus data, and other related fields.
(2) Breakthrough key technologies
5. Accelerate the development of large-scale model technology. Organize the implementation of the artificial intelligence big model construction plan and create a batch of vertical industry big models. Support the Hunan National Engineering Laboratory of Robot Vision Perception and Control Technology, Hunan National Center for Applied Mathematics, Xiangjiang Laboratory, Zhuzhou Institute of Intelligent Science, and other cutting-edge research on artificial intelligence basic theory, scientific intelligence, embodied intelligence, etc., to develop new generation model architectures and training methods. Support industry enterprises to accelerate the research and development layout of vertical industry models such as intelligent manufacturing, audio and video, smart government, smart home, smart finance, smart healthcare, smart transportation, and smart energy, and create an industry model system with significant comparative advantages in segmented fields. Promote a batch of generative artificial intelligence models to complete national filing.
6. Vigorously develop applied technology. Support the construction of a number of high-level innovation platforms in the field of artificial intelligence, such as engineering technology research centers, innovation consortia, and manufacturing innovation centers, to accelerate the transformation and application of scientific and technological achievements. Fully utilize the working mechanism of "unveiling and leading" key technologies, and support universities, research institutes, and enterprises to vigorously promote the research and application of machine learning, knowledge graphs, natural language processing, intelligent speech, computer vision, biometric recognition, human-machine hybrid enhanced intelligence, swarm intelligence, cross media intelligence, embodied intelligence, and other technologies. Machine learning technology focuses on promoting technological innovation in machine learning data preprocessing, model representation and formatting, and model performance evaluation. Knowledge graph technology focuses on promoting technological innovation in knowledge representation and modeling, knowledge acquisition and storage, knowledge fusion and visualization, knowledge computing and management, knowledge graph delivery and application, and knowledge graph system architecture and performance. Natural language processing technology focuses on promoting technological innovation in language information extraction, text processing, semantic processing, and other aspects of standardized natural language processing, including grammar analysis, semantic understanding, semantic expression, machine translation, automatic summarization, and automatic question answering. Intelligent voice technology focuses on promoting technological innovation in front-end processing, voice processing, voice interfaces, data resources, and other aspects. Computer vision technology focuses on promoting technological innovation in areas such as image acquisition, image/video processing, image content analysis, 3D computer vision, computational photography, and cross media integration. Biometric recognition technology focuses on promoting technological innovation in biometric sample processing, biometric data protocols, and other areas. The human-machine hybrid enhanced intelligence technology focuses on promoting technological innovation in online knowledge evolution, dynamic adaptation, dynamic recognition, human-machine collaborative perception, human-machine collaborative decision-making and control. Swarm intelligence technology focuses on promoting technological innovation in areas such as swarm intelligence algorithm control, formation, perception, planning, decision-making, and communication. Cross media intelligent technology focuses on promoting technological innovation in multimodal data processing fundamentals, transformation analysis, and fusion applications such as text, image, video, and audio. Embodied intelligence technology focuses on promoting technological innovation in multimodal active and interactive learning, autonomous behavior learning, simulation, knowledge reasoning, embodied navigation, and group embodied intelligence.
(3) Developing intelligent products
7. Developing intelligent robots. Guided by breakthroughs in artificial intelligence technologies such as large-scale models, accelerate the innovative development of the intelligent robot industry. Relying on advantageous enterprises to promote the research and production of products such as machine brains, machine limbs, machine bodies, and general products, and to develop a batch of low-cost interactive, high-precision, and highly reliable humanoid robot products with core competitiveness. Support the vigorous development of high-precision industrial robots in advantageous parks, accelerate the application and promotion of intelligent human-machine interaction and multi degree of freedom precision control service robots, and accelerate the research and development and production of special robots for emergency rescue and disaster relief.
8. Develop intelligent transportation vehicles. Support Changsha in promoting the construction of a national level pilot zone for the Internet of Vehicles and a pilot city for the "vehicle road cloud integration" application of intelligent connected vehicles, vigorously developing intelligent connected vehicle terminals, leading the development of intelligent connected terminals such as unmanned taxis, intelligent buses, and intelligent heavy trucks, and accelerating the application of intelligent and one-stop transportation services. Efforts will be made to improve the assembly rate of vehicle terminals and encourage the transformation of vehicle terminals on urban buses, government vehicles, taxis, etc. Develop intelligent products such as unmanned excavators, environmental sanitation machinery, mining dump trucks, smart agricultural machinery, and key components. Accelerate the development and application of intelligent transportation vehicles such as drones and unmanned ships, and proactively lay out embodied intelligent products for the future.
9. Develop intelligent mobile terminals. Fully leverage the driving role of leading enterprises, build high-end intelligent mobile terminal industry clusters with comparative advantages, accelerate the development of intelligent computing terminals represented by AI servers and intelligent mobile terminals represented by intelligent communication devices. Expand new fields of intelligent mobile terminals such as virtual reality (VR), augmented reality (AR), satellite Internet, intelligent wearable devices, and promote the integration and innovation of intelligent mobile terminal hardware with big data, Internet of Things, cloud computing, artificial intelligence and other related industries.
10. Developing digital individuals. Taking the vigorous development of the audio and video industry as an opportunity, we will leverage technologies such as computer graphics, deep learning, and virtual reality to promote technological innovation in digital human appearance and action generation, speech recognition and synthesis, natural language interaction, and accelerate the development of content/IP digital humans, functional service-oriented digital humans, and virtual avatar digital humans. Innovate digital human development tool components to promote the convenience, refinement, and intelligence of digital human production. Relying on Malanshan Video Cultural and Creative Park, driven by backbone enterprises, we aim to build a digital human industry chain, forming a complete ecological map of the digital human industry chain consisting of upstream content production and rendering tools, midstream digital human driving and operation, and downstream scene applications.
(4) Deepen the "Intelligent Empowerment of Ten Thousand Enterprises" Action
11. Promote the intelligent upgrade of key links. Promote the deep integration and application of artificial intelligence technology in key links such as manufacturing research and development design, pilot testing, production and manufacturing, marketing services, and operation management, and enhance the overall intelligence level of the manufacturing industry. In terms of research and development design, we will promote the popularization and application of digital and intelligent research and development design tools, comprehensively use technologies such as big models, digital twins, and digital simulations to build a digital design environment, and achieve agile collaborative design throughout the entire process in a virtual environment. In terms of pilot testing, we will promote intelligent virtual pilot testing, build high-precision, full process simulation models, promote the application of machine vision, machine learning, and artificial intelligence models in the pilot testing process, and optimize the process through comprehensive perception, real-time analysis, scientific decision-making, and precise execution to improve experimental efficiency. In terms of production and manufacturing, we will vigorously promote the popularization, application, and upgrading of general intelligent manufacturing equipment such as CNC machine tools, robots, intelligent logistics, and sensor detection. Targeting the construction needs of intelligent production lines and factories in key industries, we will develop and promote a batch of advanced, applicable, and replicable intelligent manufacturing system solutions. In terms of marketing services, we will promote the intelligent upgrading of enterprise order management, warehousing and logistics, and explore innovative services such as user demand mining, product research and development, intelligent production, and data value-added based on consumer data. In terms of operational management, we support the use of artificial intelligence big models for predictive analysis and the construction of intelligent decision support systems to promote the intelligent upgrading of supply chain management, data management, risk management, and achieve refined management and intelligent decision-making of operational processes.
12. Enhance the intelligence level of key industries. Accelerate the empowerment of key industries such as raw materials, equipment manufacturing, electronic information, specialty light industry, and green food processing with artificial intelligence, implement a number of key digital transformation projects, deepen the promotion of enterprise cloud platforms, and continue to build intelligent manufacturing factories, intelligent manufacturing production lines (workshops), and intelligent workstations. Build an industrial knowledge base and dataset to accelerate the implementation and application of industry models in the industrial field. Relying on national pilot cities for digital transformation of small and medium-sized enterprises and new manufacturing technology transformation, we will promote equipment updates, process upgrades, digital empowerment, and management innovation in enterprises, and accelerate the transformation and upgrading of traditional industries.
13. Deepen the promotion of 'artificial intelligence+'. Carry out supply and demand docking, release a list of AI advantage enterprises and capabilities (products), accelerate the application of AI technology in industries such as smart cities, scientific computing, smart agriculture, smart energy, smart environmental protection, smart finance, smart logistics, smart education, smart healthcare, smart transportation, and smart tourism, and release a batch of "AI+" typical application scenarios every year to guide and promote the intelligent transformation of thousands of industries.
14. Improve the level of secure applications. Strengthen the research and development of safe and controllable technologies for general artificial intelligence, and effectively enhance the security assessment and protection capabilities of artificial intelligence. Support the establishment of an open-source artificial intelligence security technology platform, encourage technology sharing and collaborative innovation, and accelerate the development and application of security technology. Forward looking research on strengthening new technologies and applications such as network security and intelligent defense, and building a deep defense security protection system based on artificial intelligence active defense technology.
3、 Guarantee measures
(1) Strengthen organizational implementation. Under the direct leadership of the Provincial Manufacturing Strong Province Construction Leading Group, we will strengthen the overall coordination of promoting the high-quality development of the artificial intelligence industry, establish an expert advisory committee for the development of the artificial intelligence industry, establish a sound mechanism for departmental collaboration, implement inventory management, regional layout, project-based tackling, model based promotion, and closed-loop evaluation, and regularly coordinate the implementation of relevant tasks and the resolution of major issues. Encourage each city and state to establish a normalized work promotion mechanism, and work together to promote the high-quality development of the artificial intelligence industry.
(2) Promote regional agglomeration. Support the construction of the Changsha National Artificial Intelligence Innovation Application Pilot Zone, with a focus on strengthening basic core industries such as intelligent sensors, intelligent chips, and information security. Support parks with conditions to make artificial intelligence their main specialty industry, promote units with conditions to build generative artificial intelligence bases, and layout and construct a number of provincial-level artificial intelligence industrial parks. Support the agglomeration and development of industries such as Zhuzhou Smart Rail, Hengyang Smart Measurement, Yueyang Smart Port, and Smart Logistics. Intensify investment promotion efforts and lay out the construction of a number of key projects in the field of artificial intelligence.
(3) Strengthen talent support. Strengthen the cultivation, introduction, and reserve of high-level talents and innovative teams in the field of artificial intelligence. Encourage leading enterprises to jointly establish modern industrial colleges, joint laboratories, and training bases with universities and research institutes, develop diversified talent training models such as order based and modern apprenticeship systems, and strengthen the multi-channel supply of artificial intelligence talents. Promote the inclusion of leading talents, innovative teams, and young technology talents in the field of artificial intelligence into the scope of various talent plans and support.
(4) Increase policy support. Continuously hosting the World Computing Conference to promote the introduction of industrial resources, the transformation of scientific and technological achievements, and the landing of cutting-edge research. Strengthen financial support for the development of the artificial intelligence industry, select and cultivate a number of iconic innovative products of artificial intelligence, and create a number of typical application scenarios of artificial intelligence empowering new industrialization. Support eligible artificial intelligence companies to go public for financing, support provincial enterprises to establish research and development centers overseas and implement corporate mergers and acquisitions, and expand the development space of the artificial intelligence industry.
