PLA Newspaper Finance Media Reporting Team: In the past five years, what are the main highlights and perspectives of our civil-military integration development?

Jiang Luming: The report of the Nineteenth National Congress of the Communist Party of China establishes military-civilian integration as one of the seven national strategies to start a new journey of building a socialist modernization country in an all-round way. At this year's two sessions, President Xi once again stressed the importance of civil-military integration in his speeches to the delegations of the PLA and the Armed Police Forces. There are several important symbols for the development of civil-military integration in China.

Scientific strategic ideological system. In the new era, the strategic orientation, historical orientation, strategic objectives, guiding principles, key areas, strategic approaches, institutional guarantee and political advantages of the development of civil-military integration have formed an ideological system with strict logic, complete system and organic science.

The optimization of policy and system. In terms of policy system, the Central Committee of the Communist Party of China, the State Council and the Central Military Commission issued opinions on the integration and development of economic construction and national defense construction, established the policy and institutional framework for the integration and development of military and civilian affairs, steadily promoted the reform of key areas, initiated the project of generalization of military and civilian standards, and promoted the comprehensive legislation and the rule of law in key areas.

Achievements in various fields are beginning to show. In recent years, the success of C919 large passenger aircraft, 20 large transport aircraft, Jiaolong manned submersible and other important vehicles, in fact, all contain the power of civil-military integration. In the six emerging areas of ocean, space, cyberspace, overseas layout, biology, new energy and artificial intelligence, we will comprehensively promote the deep development pattern of civil-military integration.

PLA Newspaper Finance Media Reporting Team: What do you think are the main contradictions in promoting the development strategy of civil-military integration?

Jiang Luming: The existing policies and regulations on investment guarantee, tax preference, financial support, industrial policy, industrial support, military procurement and standards compatibility have not been fully established, which leads to some problems such as economic resource sharing and civil-military collaborative innovation. I think we can make breakthroughs in the following aspects: insisting on state-led, breaking the barrier of interests with the implementation of the will of the Party and the state; insisting on demand traction, providing a development direction for the deep integration of the military and civilian, which is the two-way demand of the army for the civilian and the civilian army; and building an integrated national strategic system and capacity through strategic integration.

PLA Newspaper Finance Media Reporting Team: What is the difference between the development of civil-military integration in China and abroad? What are our characteristics, advantages and priorities?

Jiang Luming: Generally speaking, developed countries rely on the development of market economy to promote the natural process of civil-military integration. The level of development of market economy in our country is lower than that in developed countries.

But our civil-military integration is a kind of National-led and all-round promotion of civil-military integration. The report on the work of the Government referred to the in-depth implementation of the development strategy of civil-military integration and the deepening of the reform of national defense science, technology and industry. The civil-military integration of Defense Science and technology industry is a key issue. Because the military-civilian integration of scientific research and production of weapons and equipment is an important aspect in many fields of integration, it should be regarded as the main battlefield of military-civilian integration. The solution of civil-military integration in this field will play a leading and exemplary role in promoting the development of civil-military integration in other fields.

Jiang Luming: For example, in private universities all over the United States, more than 500 reserve officer training groups have been set up, which can train about 80% of junior growth officers for the U.S. military every year. Like their Lockheed Martin and Boeing, they are such a large combination of cross-military and cross-platform. The interpenetration and interaction between the commercial and military sectors of the United States, including the use of some Hollywood simulation techniques and equipment for pilot training, played an important role.

Jiang Luming: In the fields of quantum communication, Beidou satellite and Jiaolong deep-submergence equipment, we have developed quite well. For example, the quantum communication system, the United States after technical evaluation, also think that in the quantum computing technology, China has been in the forefront of the world.

PLA Newspaper Finance Media Reporting Team: Does the success of these major projects reflect an advantage, or a rule, of our Chinese-style military-civilian integration development path?

Jiang Luming: On major projects, our country concentrates superior resources to promote construction, which reflects the strength of civil-military integration. The country's current integration of military and civilian affairs, on the whole, is on a different development basis from that of other countries. Therefore, the country's dominance may be stronger, giving full play to the advantages of the socialist system in concentrating its efforts on major affairs. This is our obvious advantage over other countries.
